In recent years, a notable trend has emerged in California, with an increasing number of individuals who once left the state making their way back home. This article explores the motivations behind individuals returning to California, highlighting the role of economic opportunities, the benefits of Proposition 13’s low home taxes, home buyer assistance programs, and the allure of high wages.

Economic Opportunities and High Wages

One of the most significant factors drawing individuals back to California is the state’s reputation for offering a wide array of economic opportunities. California boasts a diverse and thriving economy, attracting industries such as technology, entertainment, finance, and biotechnology. The presence of numerous successful companies and startups translates into a robust job market with the potential for high wages. Individuals who left California in search of better job prospects elsewhere may find that the allure of well-paying positions in their field brings them back. The promise of higher wages, career advancement, and the possibility of achieving their professional goals can be strong incentives for their return.

Proposition 13 and Low Home Taxes

Another appealing aspect of returning to California is the property tax benefits provided by Proposition 13. Enacted in 1978, Proposition 13 limits property tax increases by capping them at 1% of a property’s assessed value and imposing restrictions on reassessment, except in specific circumstances such as change of ownership. This property tax limitation has created a favorable environment for homeowners, allowing them to enjoy relatively stable and predictable property tax bills, even as home values rise. For individuals considering homeownership or already owning property in states with higher tax burdens, returning to California can translate into significant savings and financial stability.

Proposition 19: Tax Transfer Benefits

Proposition 19, approved by voters in November 2020, plays a significant role in enticing individuals to return to California. This ballot measure made changes to the state’s property tax laws, specifically addressing tax transfers. Under Proposition 19, homeowners over the age of 55 or who are severely disabled can now transfer their property tax base to a new home of any value, anywhere in the state. Homeowners who inherit a property can also retain the property tax base of the deceased owner, regardless of their age or disability. Additionally, homeowners forced to sell their homes due to a wildfire or other natural disaster can transfer their property tax base to a new home of equal or lesser value, anywhere in the state. These tax transfer benefits provide individuals with more flexibility and financial advantages when considering a return to California.

Home Buyer Assistance Programs

California also offers various home buyer assistance programs aimed at making homeownership more accessible and affordable, particularly for first-time homebuyers or those who haven’t owned a home in the past two years. These programs provide invaluable support, such as down payment assistance, low-interest loans, and mortgage credit certificates, reducing the financial barriers associated with purchasing a home. By taking advantage of these programs, individuals who have been renting or living in other states may find it easier to transition into homeownership in California. The opportunity to achieve homeownership, aided by these assistance programs, becomes an enticing factor for their return.

As people reassess their decisions and consider the factors that shape their lives, it is not uncommon for individuals to be drawn back to the place they once called home. In the case of California, the state’s strong economy, high wages, low home taxes due to Proposition 13, and the availability of home buyer assistance programs play pivotal roles in enticing individuals to return. The prospect of better job prospects and higher wages, combined with the financial stability offered by low property taxes and the opportunity for homeownership with assistance, creates a compelling environment for their return. As individuals seek a better quality of life, economic prosperity, and the fulfillment of their professional and personal goals, the decision to return to California becomes an enticing one.

Personal Story

I can personally attest to the special place California holds in my heart. My journey to California was a bit unconventional. I initially moved to the state from Utah, after spending some time living in Germany. During my brief stay in California, I fell in love with its vibrant culture, stunning landscapes, and diverse communities. However, due to work and family commitments, I had to relocate to Utah.

Even though I was away from California, it always remained on my mind. Over the years, the memories of my time in California and the deep connection I felt to the state continued to resonate with me. There was something about the energy, opportunities, and the sense of belonging that California offered that I couldn’t find anywhere else.

After much consideration, I made the decision to move back to California, and it has been my home for over 20 years now. Returning to the state felt like coming home. I’ve had the opportunity to build a fulfilling life here, surrounded by the beauty of the coast, the exciting cultural scene, and the endless possibilities the state has to offer.

California has become the place where I have pursued my dreams, established strong connections, and found a sense of belonging. The decision to return to California was one of the best choices I’ve made, and I’m grateful for the experiences and opportunities this vibrant state has provided me.
